Tetreuaresta obscuriventris, a tephritid fruit fly introduced as a biocontrol for Elephantopus mollis (the flower it's sitting on). Elephantopus has completely taken over the Aiea Ridge Trail where it wasn't present before, so hopefully the fly will be able to bring it under control.
